MSI KT266 Shutdown Quirk

I have experienced an oddity. I now have built or am running 3 KT266 boards. I just did a clean install of Win98 on a board. Everything went smoothly. Installed all the latest Via drivers and software updates. However, when I tell the system to shutdown, Windows shuts down, the case power light goes off, the monitor goes blank, but the power supply and CPU cooling fan stay on. You can soft reboot the system using the CTL-ALT-DEL keystrokes. I have never experienced this before. I went back into the BIOS and turned off ICPA function and now the system shuts down to the "It is OK to turn your system off" prompt and requires a manual shut down. I have checked all the BIOS power settings and Windows settings and everything seems in order. If anyone has any ideas I would be most interested in hearing them. Finally, the board is running on the 1.6 BIOS. System is 1.4 Athlon, GE Force 2 MX200 video, Conexant modem, 512 MB Memory.

all your motherboards are doing this? the first thing i would do is to turn on the ICPA function again. try just one stick on RAM, another stick of RAM, a different power supply, and remove the modem. see what happens after that. if that does not work clear the CMOS. next try a different video card. but before doing all this drastic stuff update your windows with the lastest patches like win98's ide cache update, etc. also, i really do not trust conexant modems for some strange reason.
