MSI K8N C&Q, multiplier stuck at 9x

The Cool & Quiet feature of my MSI K8N doesn't work properly. It drops the multiplier to 9x (from 10x), but will not go any lower. I did all the requirements to activate C&Q. I saw people around having the same problem, but no one with a solution. Did somebody have any luck resolving this issue?
