The southbridge is a participant on the PCI bus here. The actual creator of this PCI bus is the chipset northbridge ... which in turn has been made to be PCI 2.1 compliant. 2.2 didn't make an electrical difference AT ALL, so what's the question anyway?

I was told that D-Link 802.11b PCI cards need PCI 2.2. I was planning on getting one.

As I just explained, THERE IS NO DIFFERENCE FROM PCI 2.1 TO 2.2 as far as the bus implementation goes. 2.2 just defines identification values for new card types - like WLAN - and rephrases a handful of paragraphs to make them clearer. That's all there is to it. The rest is just clueless sales and support people wasting people's time - or trying to trick them into buying new gear.
