Msi Geforce 8600 gts Problem

I recently bought a MSI Geforce 8600 GTS. I installed the driver version 158.22 off of nvidia and I cant seem to find the 3d settings. when I go to display properties and click on settings and click the advanced it shows the tab with my geforce 8600 gts and when i click that tab it says

All of the NVIDIA control panels have been consolidated into a single application, the NVIDIA Control Panel.

And there is a button that says Start the NVIDIA Control Panel. I click it and enter and find that there isnt a section for 3d settings. I wanted to turn off Vertical Sync ... however without the 3d settings I cant.

The previous video card was the geforce 4 ti 4200. I am not familiar with the new video cards. Is it not supposed to have 3d settings???
 
Hmz, with nTune I can disable vsync, or I can whatever app I'm running decide wether or not to use vsync. I think there was something similar in the standard nvidia control panel though. I just can't remember correctly, but it's about the settings in 3d games.
 
Well I cant find the 3d games setting anywhere on that nvidia control panel. It just has a bunch of display resolution and color settings...not one 3d gaming setting or opengl setting. Is this a driver issue...
