MSI geforce 4 4600 8x problems

I recently built a new computer and i bought a geforce 4 ti 4600 8x. though now when i try to play counterstrike on the computer i get this weird lag. It's not because of the connection either because it doesn't occur while in spectator mode and when i spike everyone else keeps moving. ANd it shouldn't be cpu lag. I was wondering if it had something to do with my running xp pro, maybe there is something with that. i have played with my rates and i have v sync, aa , and af off. if anyone could shed some light on this it would be helpful because no one i have talked to knows what is wrong.
