MSI Gaming R9 280X 3G Heatsink material aluminum or nickel plated copper?

Hey folks,
Getting atrocious temps from this card. Tried replacing the TIM with AS5, replaced the screws since there was play in the spring screws that were stock, still running super hot. Like it heats up and won't cool down. After gaming it drops to 60C or so, and never gets cooler. When you first power on, it'll be at 34ish, where it belongs, and scale up slowly to 50ish (way too hot for idle), but if I run something intensive (even netflix), it'll get hot and stay there. The only way to make it cooler is to manually tweak the fans to scream.

So, I have some CLU I'd like to use, but I can't tell if the base of the heatsink is aluminum or copper with a nickel plating. Obviously the pipes are copper with plating, but I can't tell with the heatsink to die contact plate. It looks like milled aluminum, but it's...different? Shinier? At the same time, I scratched it some, and I didn't see any copper under there. Anyone know?

60C isn't super hot.
Lower the voltage to get it to run cooler.
Usually, the heatsink is almost always nickel plated.
