MSI Gaming 970 fan issue (one at 100%; the other 0%)

I bought this card at launch in September and had this issue from day one. At first I fixed it (sort of) by making a custom fan profile, which eliminated the issue occurring after/during gaming. However, it still happens randomly when I boot my computer (and only on boot). Sometimes when the PC loads into Windows, one fan will spin at 100% and the other won't spin at all. It's quite annoying as the only fix is to open the case and nudge the non-moving fan to make it move.

I've read on various forums that the only fix is an RMA, but I really don't want to be without the card, so instead I was thinking of installing new fans/a different cooler.
It's just that I have no experience doing that on GPUs, and don't even know what I'm supposed to look for on my local retailer's website.
Any pointers on a replacement cooler for this MSI 970 G4 Gaming?

Aren't the MSI cards supposed to control each fan separately? My 980 Ti even says so on the sticker that was on the fans. Since the other fan most likely adjusts based on VRM temperature, I would guess that those just don't get too hot on the 970 unless you overclock a lot.

Nah, this is not a feature if any kind. The problem has been widely reported, and besides it occurs on boot, when the card is obviously cool, and never after gaming.
