Only IE?, have you tried Mozilla Firefox?...maybe its just an IE bug!

I did a bunch of research when I was having a flickering while my 680 DCUII was going bad. Ended up having to RMA. Idle clocks weren't stable.

Is it a flicker where it's like the screen flickers half way up while holding a steady image in the background as well? If so, RMA the card.

A couple of months back, running MSI Afterburner was resulting in flickering when scrolling in Firefox with my 7950s. IIRC this was using the 12.11 betas and the latest version of AB.

So, take it with a grain of salt given that we're talking about different browsers and that my issue dates back a little. And ignore this completely if you're not using Afterburner, because in my case it did turn out to be the culprit as switching to Trixx resolved the flicker.

TriXX is Sapphire's overclocking utility. I don't like it as much as Afterburner, but for the reason I explained above, I have been using it for a couple of months and it gets the job done.

Just to be perfectly clear: I'm not suggesting that Trixx is a fix for your problem per se. But rather that it was in fact Afterburner causing my flickering issue. If you're not already running Afterburner (presumably to overclock your card, or perhaps just to monitor it), I can't see Trixx being of any help.

So the question is, are you currently using Afterburner? And if so, have you tried uninstalling it?

I wouldn't pay a dime to have it looked at then. You bought new, right?
