MSI 694D Pro-A problems...no boot!

I just picked up a MSI 694D Pro-A, and it does not seem to work. I was replacing my Abit BP6 mobo with the MSI for the same problems. Here is the problem for both motherboards...

Hit the power button, the power and HD lights turn on and off again in about a second. It seems to get a small amount of power. This is true on both my MSI 694D-Pro and ABit BP6.

I thought I had fried my BP6 overclocking it, but now I am not so sure. Could it be the power supply?? I have a 250W enlight power supply. How would one diagnose what is broken, any suggestions?
