MS Word - Disappearing Drop down Menu

I was running MS Word 2000 and my TOOLS drop down menu disappeared.

I tried reinstalling, but that did not work. I tried removing and doing a fresh install...did not work.
I tried upgrading to Office XP...did not work, then I removed and did fresh XP install...still not there.

I know there is a way to customize your drop down menus....but I think that is in the Options.....which you get to from the Tools menu.....which I don't have!!!!!

Help me, it's driving me insane.....
