MS Win7 USB ISO tool not working?

Have they updated them with a blacklist/whitelist of possible ISOs?

I'm trying to put a copy of the DigitalRiver Win7 HP 64-bit SP1-U disc onto a USB flash drive. I already have them burned to a disc, and I ripped it to an ISO with IMGBURN. But the ISO tool is rejecting it, saying it's not a valid ISO.

I had tried that a few times but it seemed not to work for me for some reason. not sure why, might have been that AVDP thing, but i had long found away to do it manually

cmd as admin
diskpart
list disk
select disk # (of flash drive)
clean disk
create partition primary
select partition 1
active
format fs=NTFS quick
assign
exit

Make it bootble

use the bootsect.exe from win7 dvd
cd boot
bootsect /nt60 driveletter: /force

copy over items
