MS Publisher Error-"Publisher cannot open files from a different version"

Anyone know of a way around this? I got this file from my sister and am trying to assist her. She works at a school and used publisher there to build a flyer. She sent the file via email to her home to work on it and print but when she tries it gives her the error, "Publisher cannot open files from a different version". She has Office 2000 and I have Office XP. Neither will open the file. Any work around?
 
What version was used to create the file originally?

Sometimes, the newer version has the ability to export the file into an older format.
 
At this point I'm not sure of the version it was created in. I talked to my sister by phone a while ago and she "thought" it was an older version (something like Publisher 98). However, she wasn't sure. I did a google search of the error message and it seemed to point to the 2002 version that was trying to be opened with the Office 2000 version. By coincidence, Office 2000 is the version my sister has. So the jury is still out.
