MS Proxy Server Speeds

I have a friend who works for a small Non profit company. They use MS Proxy Client to connect all the computers to the internet. But there speeds are very Slow. around 3Kbps download. He called the ISP and they said since he is running The Proxy he needs to change the setting in there. He has never used it and the IT guy who set it up is gone. I have tried to find a good how to on the internet with no luck. Do any of you use MS Proxy Server and if so it there a easy way to throttle the speeds? He is about 90 minute drive from here and I really don't want to drive all that way just to find is a simple setting.
