MS Outlook 2007 Certificate Problem

I have a digital certificate from Verisign that I am trying to use with my Outlook. In the past, I have successfully used this certificate; however, after a reinstallation of Windows, I can no longer get Outlook to see the certificate properly. The certificate imports fine into windows or internet explorer and can be seen with a valid certification path. It also shows up for use in encryption (allowing Outlook to decrypt messages); however, I can't select it as a Signing Key. If anyone can offer suggestions of how to fix this problem, I would be very greatful.
