Yes

This is one of the few cases where MS didn't allow the cumulative SP to be released, so, yes, you will need SP1 installed first.

CyNics, service packs for Windows NT based OSs (WinNT 4.0, Win2k, WinXP, etc) have cumulative service packs, you don't need to install a previous one first. Office Service Packs generally are not cumulative, you have to start from the first one and install all of them...
