MS .Net Framework 4.5

Is MS .Net Framework 4.5 supposed to work with Windows XP ? ?
Not sure if it is a glitch on Microsoft end or it is deliberate to not
work with XP.

Alright, but now the question is why not ? ? XP is still very widely used and .netframework is used by lots of programs, like TurboTax (which will be ok for 2013 tax year, but who knows about the years following)

Because Netframework 4 was built for Windows XP and 4.5 is the update for Vista and above. 4 is still very much supported.

However, it is not possible to install 4 and 4.5 simultaneously on a Vista/7/8 machine.

4.5 contains a lot of tweaks and bug fixes for issues in 4. This means that apps designed for 4 may not run correctly with 4.5. This is a real nuisance.

Yes, it would be. But .net framework has always been a nuisance. You need whatever version the program wants installed on your computer. You can not install the latest version as they do not include backwards compatability with earlier releases of .net
Same goes for some programs that use Java .. For Example: GM Service Information CD Sets .. they expect a certain version of Java and will not work if only later ones are installed. It even installs the old version it needs.

It may need OS features not available on XP
