I have a couple of questions. Is a previous OS license still good to install on another machine if the OS was upgraded with a upgrade disc. Does this apply to Office also.

No. When you buy an "upgrade" from a previous version, you cannot sell or reuse the previous version legally. The original product and the upgrade are considered one product. Link
