MS Feedback Program/ Vista Disks

I participated in that feedback program and have the two Vista Ultimate 32/64 disks. I know they say not for resale....I was going to let my pops have one as I have Action Pack. Are these disks just upgrades or full installations?

No info came with them
 
I think I know what program you're talking about. I believe those are supposed to be retail discs.
