MS disc replacement costs

Did I miss something in the past couple of years or has MS gotten to dam greedy. I had to order a Win2K replacement disc and it now cost 30$ shipped and they charge sales tax on top of it too. Two years ago I had to get some Office 97 disc's replaced and they only charge 8$ total. Whats up with that big of a increase in replacement cost since 1999.
