What does this have to do with Operating Systems? You posted this in the wrong forum section.

If the file was made with that version of Project, it should open it. If not, then it sounds like it is corrupted.

If your project files are getting corrupted then you have:
a) Program corruption (reinstall the program)
b) Memory (RAM) corruption (run MEMTEST overnight)
c) Hard drive corruption (test your drive for SMART errors and bad sectors)
d) User corruption (something you are doing wrong is causing the problem)

10 reliable steps and your ms project file must be restored, another way you can try https://www.repairtoolbox.com/projectrepair.html Project Repair Toolbox

1. Open a new blank project file
2. Go to Insert/Project and insert the problem file.
3. Select the first task which will be the insertion point summary line.
4. Go to Project/Task Information/Advanced tab.
5. Uncheck the "Link to Project" button and hit "OK".
6. If the file isn't already expanded, expand it.
7. Select all tasks below the top level summary line.
8. Outdent the selected tasks.
9. Delete the first task which previously was a summary line.
10. Save the resulting file.
