Virtualdubmod will do it.
Load first file, then select append from file menu, attach second, etc.
Then change processing mode to direct copy.

sometimes you can use the old school DOS command to join .MPGs

Example, this combines them using the binary copy to concatenate the files into a single file called JOINED.mpg

copy /b file1.mpg + file2.mpg + fileNN.mpg JOINED.mpg
