mpeg2 -> vcd/svcd?

is there a program taht will do this. ihave an .mpg file which is using the mpeg2 codec and i want to make a vcd or svcd, which program can i use?

I like TMPGEnc, but I am not sure if it can convert MPEG2s. It's worth a try.

I'm pretty sure that SVCDs are mpeg2. but yeah, check out doom9.
