what should my exact settings be for rendering video to mpeg2 on my computer so that i can burn it to a DVD so it wont have to be re-rendered

what should the video codec and dimensions be and what should the audio codec and format
be

There are many different MPEG2 codecs, and CCE is generally considered one of the best. The resolution needs to be 720X480, anamorphic is optional. The audio can be MPEG1-Layer2, PCM or AC3, and the audio resolution needs to be 48khz, although it can be either 16bit or 24 bit.

There are various other settings (I frames, B frames, max bitrate, etc) that have to conform to the DVD spec, so it gets kinda complicated the more you mess with things. I would advise using Sony Vegas or Adobe Premiere (or something similar) to render the video and audio so that it is within spec.

I personally use Vegas 6.0 to render video and Architect 3.0 to make the DVD itself.
