MPEG to VOB conversion

Hey guys

Here is my question. I can capture MPEG from my TV card but I need to convert it to VOB files so I can use my DVD X COPY to shrink it so I can put 2-3 hours of video on a DVD. I am noob at this stuff so have pity upon me.
 
not 100% sure cause i have never done it before, i dont have a dvd burner, but i think you need a dvd authoring program. it will convert the mpegs to vob and create any other files the dvd might need.
