Is there a program out there (or a relatively easy way to make one in VB2005Exp) to convert a relatively-still movie file to a time-lapsed JPEG derived from the average pixel values of every frame? Imagine a video of a car driving past you at night; I want to see, for this example, the line left by the lights.
I can see a very good use for such a technology, and I was wondering if anybody's seen it for free out there by any chance.
