MPEG to DVIX Compression Help

I'm trying to compress some mpeg files to about 3/4 of it's original size.

I think that with DIVX I can do so w/o losing quality.
But I don't really know how to start on this little project.

I have VirtualDub, but if I try to switch formats, the file sizes come out the same or even bigger?

Any help or programs suggested?
