Mpeg playback too fast in ALL players.

I try to play a normal VCD encoded mpeg, decide to fast foward, and when the video starts again, it will play in a "turbo" mode. It will go at 40+ fps instead of 30 fps.

Any suggestions?
 
Two ideas:
a) The MPEG is encoded incorrectly ... does it work on other people's PCs? Re-encoding or something like that might help.
b) Your MPEG codec is bugged ... try reinstalling it. Codecs are available at doom9.org.
