MPEG playback issues

I reinstalled Win2k a couple weeks back, and since then I haven't been able to play MPEG files without scratchyness in most players (like WMP), and when powerDVD is stopped after playing one back, it crashes with the error message Program Error "PowerDVD.exe has generated errors and will be closed by Windows. You will need to restart the program. An error log is being created". And I can't find said log, even though my HD is going nuts.

Anyone have any ideas?
