MP3Gain

If it analyzes my song as 90db and I set my target volume to 99db, why does it make the song volume a lot lower? I know it normalizes, but shouldn't it normalize at a higher volume?

Maybe that's because MP3Gain automatically prevents clipping, and to do this the volume has to be lowered... (I could be wrong though...)

Are you doing track gain or album gain?...and yeah, like axhind said, it automatically prevents clipping (this can be overridden though....it's a setting somewhere). I always left mine at the default 89db so I had a better chance of bringing up quiet tracks without clipping.
