MP3 to WAV resample question.

I have a couple large MP3's that I would like to convert to WAV but keep the size under 700mb, the audio quality doesn't matter too much (they are speaking seminars) I have a program called Audacity that will convert them but I don't understand how to adjust the bit rate to keep the file size down.

Any programs with basic instructions would be nice.

To keep wav file size down, use lower quality sampling (ie: 22KHz rather than 44KHz) and put them into mono rather than stereo.

Won't sound good, but for speaking, it doesn't matter. Just hunt around for the right options.
 
I tried a different "project rate" it was 32000 and I put it to 16000 and the WAV file sounded super slo-motion, can anyone reccomend a program for this?
