MP3 is a lossy compression format, which means decoding will not bring back the quality lost from encoding the original source to MP3. This also means re-encoding will further kill the quality. I'm not sure if there are any, but there might be plug-ins for WinAMP which could perform a sort of Dolby NR type thing in realtime. 🙂
yup, i have some plugin for winamp. Oh well. Say, decoding mp3 to wav doesnt restore the decompressed data back in does it? If it did, could i raise the volume in a wav to wav recording then encode again?
No, that's the unfortuneate side of MP3 🙁 In order for MP3s to be as small as they are, they must "throw away" information that we can't hear, or introduce noise and artifacts into the frequencies we can hear. There are lossless audio compression formats, but the best can only get a 1:2-1:4 compression size.
What you could do is first decode the MP3s, and use an audio editor such as GoldWave or CoolEdit, and then compress using a lossless format so you don't unnecessarily lose more quality 🙂
