Mp3 Re-encoding APP?

Is there any program which will take mp3's of one bitrate and re-encode them to a lower bitrate(preferably 112 or 128, all in one step? Obviously, I could output them to wave with say winamp and then use something like audiocatalyst to re-encode them, but that is just a big pain in the butt. I'm inquiring because I just got a Rave MP 2100 portable mp3 player, so having a good balance of mp3 quality and size is important because i only have 64 mb to work with.
