MP3 Layer II and Layer III

I have an MP3 file that I wanted to convert from 128 bits to 192 bits. Usually no problem for Easy CD-DA File Converter. This particular file would not convert and gave an error message saying that it was a Layer II MP3 file.
Most MP3 files are Layer III. Is there any software that will convert an MP3 Layer II file to MP3 Layer III?
Although the error message said MP3 Layer II I think it may have meant MP2 Layer II but I am not certain.

converting a 128kbps mp3 to a 192kbps is a silly idea when you compress music down to 128kbps in mp3 format you lose information you can't get back. Going to a 192 from 128 means you're adding in nothing and therefore the 192kbps file will just be taking up space while not sounding any better than 128.

Now if you're talking about going from 192 to 128, that idea isn't stupid because you're saving space that way while sacrificing quality but the other way around doesn't make any sense.

All MP3 files are layer 3. They're MPEG-1, audio layer 3.

Now, it is possible that the file is actually an MP2 (mpeg-1, layer 2), but I'd be surprised.

But like the above poster said, you really don't need to be converting 128->192 anyways, as it's not going to help you any.

OK ... so converting 128 to 192 may not help anything in sound quality.

But the file is still Layer II and will not play in WinAmp or any other mp3 player I have tried.

My original question was ... is there any way to convert Layer II to Layer III?

Winamp can play MP2 files. Me thinks something may be screwed up with the file.

You're probably right PinwiZ .. .but I did find a utility that is supposed to be able to convert a Layer II file to a WMA file and then, if I want to, convert it to MP3 Layer III using another utility (such as Easy CD-DA).
