MP3 Decoder plugin for Winamp

Are you talking about the Wow Equalizer plug-in for Winamp 2.xx which does absolutely nothing but make your music sound worse? Or are you referring to the old Nitrane MP3 decoder made by Nullsoft which was later found to contain stolen code from another MP3 decoder?
 
Try the Shibatch Sampling Rate Convertor(SSRC) plugin. It uses a high quality algorithm to upsample audio. Even if your soundcard doesn't support above 48KHz sampling rate, you can use it to upsample to 48KHz from 44.1KHz, bypassing the inferior algorithm that most soundcards use to do it in order to obtain AC97 compliancy.

Alternatively, if your soundcard supports ASIO, try the Winamp ASIO plugin. These provide bit-perfect output, bypassing everything, even the Windows kmixer. The latest versions have upsampling support too, but CPU utilization is pretty high.
