Mp3 box and AT power supply question

Ive built an mp3 box, (2nd time around) its an AMD K-6 2 300MHZ on a VIA board. previously it was an intel celeron 400 on an intel LX board. I had an ATX power supply before, but on the new box, im running an AT style board. It will run fine with any AT power supply, but since im installing this in my car, im in the process of building a DC-DC power supply. Anywho, I have an XLR jack that I installed in the case cause the power supply im making is going to be external. So i have the XLR jack set up for +12, +5, -12, and ground. Ive messed with the board, and it has no problem running without the -5 rail. Anywho, my question is....I made the harness for the box, the +5 goes into the box and splits 5 ways, 4 wires to the board, and one to the harddrive, the ground splits 6 ways, 4 to the board, one to the harddrive, and one to the fan. When i hook up the proper voltage to the connector the +5 volt side drips a full volt, and wont allow the board to even post, if i disconnect the hard drive, it will post sometimes but still has low voltage. its only pulling 3.5A on the +5 volt, and all other voltages are stable. ive tried 2 different working AT power supplies and one ATX supply. Do power supplies have some kind of protection as to not let that many amps go through one connector? does it have to be split evenly? or am i gonna have to change the harness i built. I even unsoldered the whole 5v side of the harness and remade it to ensure no cold solder joints. I thought most power supplies have voltage rails joined on multiple connectors. and the supplies im trying have more than enough head room on the +5 side (18 Amps minium!) Im sorry for the length of the thread, but im really stumped here. Any Help will be most greatly appreciated!!
One other question, the Power good pin on the motherboard just needs +5 to turn the mobo on right?
