there are many small towns in central mexico- really cozy, close-knit, with a chapel in the middle, and very friendly people, all from within the same town for many generations
Mexico is nice, but the language barrier does seem like a problem. For similar places with more English, there is also the philipines, Haiti, Trinidad. They speak more french-creole in Martinique, Guadeloupe, and Domingo.
