moving large 98 laptop environment to w2k

I am going to keep the servers NT 4.0. What I need help with is developing an image for 1600 laptops and ghosting it onto them. Is there a way for all these laptops to join the domain or does it all have to be done manually? Also is there anything like policy editor in w2k to lock all the machine's desktops down? This is a large school environment and I don't want the students installing anything.

Yes you can preselect the domain and even include a software installation policy (you could also include the policy to automatically install programs on a certain groups laptops when they access the LAN)
