Gnome and KDE can do svg backgrounds. Svg can do animation, and although I haven't actually seen an animated one for a background, I bet it'd work. In this case you could search around for some or even author your own.
I used that for a while but winDVR does a much better job.
also, winamp's avs can be set as the desktop too, so if you like any sort of pattern, set winamp to minimize to systray and leave it going. check avs editor settings > display:
check off overlay mode and set to desktop color. voila.
