Moving Apps From /data/app to /system/app

Sometimes works, and sometimes doesn't. On failure, sometimes moving them back works, and sometimes it doesn't, and I'll have to delete the app, and do a reinstall. What are some common causes of this variability?

On a side note, my S5 has a /system/priv-app also. Dunno if this is unique to Samsung, or what the difference is from /system/app. Any ideas? Is one directory more useful, or reliable for moving apps to?

/priv-app might be an Android 4.4+ thing. I'm not sure about the difference, but my BBS resides in /system/priv-app
