Moving a light switch plug

I'd like to change what plug is connected to a light switch. I have two plugs in the room instead of the switch working on outlet/plug #1 I want it working on outlet/plug #2.
How complicated it this, I have access to the wires in the basement and I have some electrical experience, I've changed switches, replaced outlets and I've previously installed a bathroom fan.
I've had trouble finding instructions for this.

Is it one of outlets where one half is switched on/off by the light switch and the other half is always on?

No one outlet is controlled by the switch, the other is not. Ideally I'd like it reversed.

Therefore the outlet is wholly fed by power from the switch and no other cable run enters that outlet's junction box?

If you remove the switch as a power source you will need to run a new wire to the outlet from another source to keep it powered constantly.

I just realized I need that outlet to have constant power too it has my modem/router connected to it regardless thank you for the help guys

Its still possible to do what you want to do, while keeping that outlet always powered. With basement access and a little bit of fish tape, you can snake a new wire where needed

It is a little outdated; the switch all the way to the right is wired with a 2 conductor cable that makes the neutral hot (the white wire with the black stripe). Nowadays, you would run a 3 conductor cable, leave the white wire unused and use the red and black instead. If you are not pulling a permit, then this is unnecessary and just use the 2 wire as shown.
