Movie title help

What's that movie where a young couple rent out an apartment (a part of their house) to this guy who turns out to be a scam artist who won't leave?

I think it was from about 1990 +/- 5 years. I thought it had Jim Belushi as the bad guy, but I guess not.

The couple rented to this guy, who seemed promising at first, buy wouldn't pay rent and refused to leave, and pulled all kinds of scams to turn the tables on the landlords. There was a scene where hr released roaches into the ductwork, I recall.
