There are three relatively inexpensive options that I know of, Studio 10, Vegas Movie, and Ulead's latest. The key is getting HDV support. This is true with an advanced editor, so I think it will also carry into the above. HDV generally means a form of MPEG compressed video (plus Divx, WMV-HD, H.264). Unless otherwise stated, the DVD recorders are also doing MPEG-2. The newer HDV editors have added a lot more ability to edit MPEG without forcing a recompress that loses quality. So, some of the newer tools may be able to handle DVD recorder video than in the past. BUT - I have not seen this with my own eyes yet.
I do know that my editor will allow me to import VOBs and include them in the output. The results are not damaged in any obvious way. But I have Avid Liquid, which costs $499.
Adobe's Premiere Edition (the $99, not the $699 one), may also do MPEG editing with minimal lose. Have no idea where it stands on HDV (I think it does not yet.)
