Mouseware for logitech optical mouse not working

Hello all, I have an optical cord mouse, for some reason the mouseware doesn't work, here's the story:

For some personal reason I had to restore my computer to the state that I first bought the computer. However the restoring still keeps all of the files that I've downloaded, includes the mouseware. After the restoring I installed (but I didn't uninstall first) the mouseware. After rebooting I could not open the mouse program in control panel, and I couldn't adjust my mouse properties. In attemp to fix the problem I tried to uninstall mouseware and install it again, but the problem still occurs. Is there any way to fix this problem? Or I did something that permanently disable me to adjust my mouse properties? My mouse still functions but its just irritating that I can't change my mouse properties.

PS. After booting into windows an error window popped up saying that EM_EXEC.exe is linked to missing export COMNCTR.dll:?ShowBatteryStatusUpdate@CPointingDevice@@QAEXI@Z.

You need to call your pc manufacturer and ask them how to to a clean install with your restore disks. It sounds like the restore just installed over the top of your old installation which can cause all kinds of headaches.

The hard drive should be formatted and started fresh.
