Question Mouse visually laggy sometimes?

Not sure where to ask this, but often my mouse gets visually laggy. I know it's just visual because I can drag a window around and it'll be as smooth as silk. But just moving the mouse cursor would have it stutter sporadically. When I reboot, the cursor is fine again. I'm using a Samsung 55" 4K TV hooked up to a GTX 1070 running 60Hz. I also tried 59Hz. The last time it stuttered was after the computer went to idle with the display turned off and I turned it back on.

Here's a video

In the entire video, I'm constantly moving the cursor in a small circle. You could see that it straight up freezes for several seconds at certain points. When I drag a window at the 24s mark, there's no stuttering at all.
