mouse seems to be interfering in new installation of win2k

i just installed win2k on my pc and i have a usb intellimouse explorer. the problem is, it seems whenever i move my mouse around, it interferes with everything going on. like if i'm listening to mp3s and i move a scrollbar up and down quickly on a webpage, it'll cause little hiccups in the playing of the mp3. when i'm using my tv tuner card and i also have a webpage in the background and scroll any window the tv tuner image will stall while i'm moving the mouse around. none of this happened in 98se and its driving me nuts. i'm using the intellimouse 3.2 drivers also. maybe i just need to go through some tweak guide also to improve general win2k since this is a fresh install.
 
also, should there be two listins of my mouse under device manager? theres one under human interface device as well as another under mice and other pointing devices.
