Mouse rate question....

In this article, the guy tests the mousepads using a rate checker and USB. On ps/2, mine always shows the set rate as avg (ie, 200hz, 100hz etc...) but his has variable rates for USB depending on the tracking of the mouse. Is this right? USB I thought was a constant 125 hz. Even on different surfaces the avg is always the rate my ps/2 is at.

Did this guy test wrong, or does USB sample differently? Or is that mouse different?
