I had an issue in Windows 10 on my rig below where my mouse movement would randomly freeze for about half a second. I had checked DPC latency, process usage, etc. No unusually high RAM use. No unusually high CPU use. I asked myself what had changed with my set up that could have been the source of this new issue, and remembered I had replaced my mouse.
I was able to determine this "Freezing" issue was due to the Red Dragon Centrophorous mouse I had bought. I had 2 of these mice, one running on an older Windows 7 machine with no issues, and one on my Windows 10 main machine. Installing drivers didnt help, so I reverted to my old mouse and the issue was gone.
Solution: get a different mouse
