Mouse freezes when switching users in WinXP

I have Windows XP pro.
I have two limited users and one administrative user.
Whenever I switch user, or log off first then log on as a different user, monitor goes blank for like a sec. Is this normal?
I thought the monitor is adjusting something.. maybe the resolution or something. But all users use same resolutions.. why does this happen, and How can I stop it from doing it?

Also, when I log on as limited user, then try to switch to the administrativ user (or long-off then log-on) my mouse freezes. Everything works including keyboard, and all the programs starts and run fine. It's just that I can't use mouse.. it just doesn't move.
Oddly, this doesn't happen if it's vice versa. (admin -> limited)
What could be causing this?

Generic 2 button serial mouse
silitek SK-2500 multimedia keyboard (no special driver prigram loaded)
FDD that has its led on all the time. (tried swapping floppy cable on both ends, with no avail)
Acer ALN-328 10/100 NIC

Please help...
