Mounting drives in off-brand cases

A couple of weeks ago I was installing network cards into a couple of PCs at my synagogue. I happened to look at what it would take to replace or add hard drives, and was disturbed by what I saw. One of these systems was a Packard Bell, and I'm unsure about the other. Basically, it seemed that neither made it easy to add drives.

On one, the hard drive was mounted in a ordinary 3.5 inch cage (below the 5.25 inch cage). However, as near as I could tell, it was riveted in place. Thus, the only way to get at the back screws is to remove the back (really right hand side) panel, and hope that I could remove anything else in the way.

On the other, the drive was mounted vertically against the front panel, with nothing obvious holding it in place. This was the position I'm used to seeing a front fan mounted. I didn't take off the front plastic cover, but my best guess is that the drive was held by screws into the top of the drive, as opposed to the sides. Could this be?

This isn't a huge deal to me (not my problem, and no urgency to replace disks), but I am curious. Is this experience consistent with what folks have seen for PCs coming from low end system vendors? Is it likely that my analysis is correct, or more likely that I missed something, and it's actually easier than I expect to replace drives (particularly on the first case)?
