Motion Detection software for digital cameras.

I live in an apartment, we each have a small lawn outside our back porches (patios). I dont know if its because I work nights or dont have a dog but most of the residents seem to think its not only a good idea to bring their dog over to poo right outside my bedroom window, but also to leave it lying there.
As you can probably assume, our complex has very strict rules on cleaning up after your dog.

I considered BB guns as a possible solution to the problem (the owner, not the dog) but decided even though it might curtail visits to my area from dog owners, it may encourage visits from the local law enforcement officers.

Already tried sprinkling chilli powder and the usual asortment of nasty chemicals but they cant work effectively if we get our lawns mowed twice a week (why, I have no idea, probably a stupid contract with the groundskeeping company).

The staff here is very good about dealing with such problems but ONLY WITH EVIDENCE. If I watch someone through my window not picking up their dogs poo, follow them to their apartment and then report "its the short brunette lady who lives in 222" nothing will happen to them. Either a staff member needs to personally witness it or I need photos.
Even at that the resident gets 3 warnings before an eviction so I am still unhappy.

- SOFTWARE PROBLEM: -
I have a decent video camera and a still camera. I want to know if there is any motion detection software I can use for either of them so as to catch the perps. I plan to hook up the power cord, set up the camera on a tripod and let it peek through the blinds. The video camera has a built in hard drive but its not enough. I need to set it up at 6PM when I go to my night shift and make sure its still able to record people walking their dogs by 7:30 when I get back. I also need to observe folks during the day when I am asleep.
Dont have enough free hard drive on my PC to allow for constant streaming either.

The motion detection software needs to be able to let my still camera take several pics at 5 or 10 second intervals until a little while after the person has left the area OR let the video camera record in a similar manner. The software can be either the kind that runs off the PC and uses a constant data hookup or runs off the camera itself, though I doubt either of mine have such capability.

The still is a Sony F-717 and the video is a Sony DCR-SR40.

Have considered just posting a warning sign in my window but I want physical evidence in case some folks dont take me seriously.
 
I appreciate the help and that does look like it would fill my needs, but I really dont want to blow a hundred bucks on yet another camera when I have two that work quite well.
Of course, I suppose I could have easily spent just as much on some software.

Posted a sign in my window telling the dog owners to smile, they were on candid camera. Talked to the staff recently, apparently other folks had noticed my sign and they recieved a lot more complaints about errant dog messes around the complex. Looks like I am not the only angry resident here. The staff decided that multiple verbal warnings arent needed after they gave a written warning to all residents when signing the lease. They too wish to make an example and will do so with the first person they actually catch.

I guess I dont hate the dog poo or the irresponsible residents so much as to buy another toy. Will try streaming the video to a spare 60GB hard drive I have. It will be a pain to scan through all that video each morning, but if I can get one person evicted I honestly think everyone will start behaving.

I generally dont believe in going on hate campaigns against my neighbors, but I think most people can sympathize that pig steaming piles of turds arent very neighborly either.
 
If you have some electronic tinkering skills:

Get a motion detector unit with a flood light.
Split off of from the output of the detector that goes to the light to a spring loaded relay.
Hook up a physical connection between the relay and the trigger button on the camera.
